PHOEBE Project Delivers Breakthrough in Urban Safety Evaluation Across Europe

 

The PHOEBE project, funded by the European Union under Horizon Europe, has reached a major milestone with the release of its latest deliverable, D4.2 – Consolidated Use Case Evaluation and Assessment Report. The report was led by EIRA with support from NTUA, FACTUAL, UPV, The Flow, iRAP, and other project partners. This comprehensive report showcases the successful deployment of PHOEBE’s predictive safety assessment framework across three pilot cities: Athens (Greece), Valencia (Spain), and the West Midlands (United Kingdom).
 
The PHOEBE framework integrates traffic simulation, behavioural modelling, and risk assessment to forecast the safety and socioeconomic impacts of urban mobility interventions. Unlike traditional reactive approaches, PHOEBE enables cities to anticipate outcomes before implementation, supporting evidence-based decision-making.
Key highlights from the report include:
  • Athens: Interventions such as pedestrianisation and speed limit reductions led to a 50% drop in fatalities and severe injuries, with significant improvements in pedestrian and cyclist safety.
  • Valencia: While micromobility expansion showed promise, the report warns of increased pedestrian risk without adequate infrastructure, underscoring the need for balanced planning.
  • West Midlands: Speed limit reductions and new cycling infrastructure demonstrated strong safety benefits, with stakeholder engagement playing a pivotal role in shaping policy relevance.

 

The report also emphasises the framework’s modularity and transferability, allowing cities to adopt components tailored to local needs. Stakeholder feedback across all regions confirmed the framework’s value in aligning technical modelling with real-world planning and policy goals.
With D4.2, PHOEBE sets a new benchmark for urban safety evaluation, offering a scalable, data-driven approach to improving mobility and protecting vulnerable road users. The project now prepares for its next phase, focusing on broader integration and rollout across Europe.
