PHOEBE Reaches Its Final Destination: Advancing Safer and More Sustainable Urban Mobility
After three years of research, innovation, collaboration, and real-world testing, the Horizon Europe project PHOEBE (Predictive Approaches for Safer Urban Environments) is coming to a successful conclusion.
Since its launch, PHOEBE has brought together a multidisciplinary consortium of researchers, technology providers, road safety experts, mobility practitioners, and public authorities with a shared ambition: to improve the safety and sustainability of urban mobility through predictive and data-driven approaches.
The project has developed an innovative framework that combines road infrastructure, traffic simulation, human behaviour and demand models, and advanced analytics to support proactive road safety decision-making. Through a series of pilot implementations across Europe, PHOEBE has demonstrated how diverse data sources and predictive methodologies can help cities better understand safety risks, evaluate interventions, and support evidence-based planning.
As project coordinator, EIRA has been proud to lead the consortium and support the delivery of the project’s scientific, technical, and operational objectives. Beyond coordinating project activities, EIRA worked closely with all partners to foster collaboration, ensure high-quality outputs, engage stakeholders, and maximise the impact of PHOEBE’s results.
The project concludes with the delivery of its final results, including the PHOEBE Decision Support Tool, which brings together project knowledge, findings, and recommendations to support future implementation and replication activities.
A highlight of the final project year was the PHOEBE Final Conference in Naples, where partners, stakeholders, and external experts gathered to reflect on the project’s achievements, lessons learned, and future opportunities for the uptake of PHOEBE methodologies.
While the project formally concludes, its legacy will continue through the tools, methodologies, recommendations, and partnerships established over the last three years. The knowledge generated by PHOEBE provides a strong foundation for future research and implementation activities aimed at creating safer, more inclusive, and more sustainable urban environments.
